Educational equity is an important manifestation of the country's pursuit and realization equality in field education, goal educational development.As development times, attention to issue has been deepened, starting point education process result have proposed one after another.At same time, Japan's continued develop improve terms rights, opportunities, segment performance, which implications for us continue deepen our understanding promote reform. The report 18th National Congress emphasizes need "vigorously education" "enable every child become a useful person."
